It depends how you define "villain won".
If it means "Columbo was not able to crack the case and put them behind the bars", then no.
If it means "Columbo was not able to crack the case, but he used trickery to make villain self-confessing", then yes. There were few episodes like that, first which comes to my mind was "A Case of Immunity".
